Phil is the CEO of the Elbon Group, which encompasses Height Safety

Engineers and AM360. He has been at head of HSE since its founding in 2003. Phil is passionate about improving safety outcomes for all businesses and workers. He works on the SF-015

Standards Committee, developing and improving Australian Standards relating to working at height and fall protection. Phil is also often called on as an expert witness in cases where a fall from height is being investigated by statutory bodies or litigated in the courts.

Phil is also HSE’s representative to the Working at Height Association of Australia – the peak body for advocating better understanding of the issues surrounding working at height.
